The 2026–2027 Budget
After several months preparation and public discussion, the City Council adopted the Fiscal Year 2026–2027 Budget, which takes effect on July 1.
As is often the case, there were many worthwhile projects and investments included in this year's budget. I was pleased to support a number of improvements throughout the budget process, including investments in public safety, infrastructure, neighborhood maintenance, and quality-of-life enhancements for residents.
Ultimately, however, I voted against the final budget motion because I believe we need to place a greater emphasis on the City's long-term financial sustainability.
Last year, the City borrowed $3.5 million from reserve funds to balance the budget, and those funds have not yet been repaid. This year's proposed budget also relies on a citywide hiring freeze, leaving approximately $2.9 million in vacant positions unfilled in order to balance the budget.
While these measures help close the budget gap in the short term, they are not permanent solutions. My concern is that we should first focus on restoring our financial foundation before committing to expenditures that draw from our General Fund. Maintaining healthy reserves and ensuring we can sustainably fund City services is essential to protecting Redondo Beach's long-term financial health.
That doesn't mean I opposed every investment in the budget. In fact, many of the projects included are important, and I expect residents will see meaningful improvements throughout the city. My vote reflected a difference in fiscal priorities rather than disagreement with many of the individual projects themselves.
If you'd like to review the budget yourself, you can access the Proposed Budget here, the Adopted Capital Improvement Program here, and the prevailing budget motion here. These documents provide a detailed look at the investments, projects, and funding decisions that were ultimately approved by the City Council.
Budgets are ultimately about balancing today's needs with tomorrow's obligations. I remain committed to supporting investments that improve our community while ensuring we maintain the strong financial foundation that Redondo Beach residents expect and deserve.
